I don't remember it like that, I just remember he used it to A) keep track of the police investigation to see who they were suspecting of being Kira so they wouldn't be able to come after him and B) to get a list of criminals to kill

I don't remember anything about having really bad guys go free and petty criminals locked up. I mean there were some people who did crimes in the past that were released after doing their time or didn't get jail sentence that he used (I specifically remember him killing a guy at the subway to show Ray Pember who he was who had some kind of sexual crime in the past). But he didn't set his goals on that based on access to the police files, that's just something he just generally observed about the world that there were too many assholes (the bully at his school, the catcaller in the street, etc)
