They often retweet or like when people put out fan art like that, so it's a way to gain some visibility. Heck, you could do that for any character you draw fan art for if they have a voice actor on Twitter, or even key people that worked on the game. Like mention Ono for Street Fighter stuff or Harada for Tekken stuff. Though you probably shouldn't do that for commissions.
