Well, some sources translate it as "Twinkle" which makes slightly more sense. One of the Wikis says it was just a mistake on Sanrio's part when it was first unveiled, but I can't really speculate on it.

I always just took it as a nonsense word in Japanese that unfortunately sounded wrong in other languages. Female characters would chant "Tinkle TInkle" when casting spell, while males had "Grilla Grilla" (IIRC). So... Twinkle would sound less stupid, but it's not like male magic had anything to do with grilling or gorillas, so "unfortunate sounding gibberish" still seems as probable as explanation to me as any other.

(Yes, magical incanations are gender specific in this universe, just try to ignore the stupidity involved in that.)
