They usually use a 3D model with an anime art style, though not always. So basically, yeah,virtual YouTubers. They can have more outlandish design and background compared to 'white guy/girl from a major American city', more quirks, and less personal drama, compared to mainstream YouTubers. --- Into the woods, but mind the past...
