It has a charter, president, active leaders, a rank hierarchy, a charter and agreed upon set of rules and customs, trackable and organized funding, etc. It's literally a known entity with a physical address and everything. An official organization is not remotely the same as a loosely based assortment of protesters with no consistent and identifiable tenants.
