Its just specifically using his chains to hold and capture people he can only do to the phantom troupe or else the dagger next to his heart will kill him. Hitting people with chains is fairly limited though. What makes him OP is the ability to use 6 types of nen, which he can only do when he has his red eye thing turned on.
