Different state agencies and municipalities have differing means of marking their vehicles. Those Minneapolis units probably have a designation number painted on the roof/sides (ex. "Car 54") but the plates all read "Police" In Massachusetts where I live the State Troopers have numbers corresponding with their plate numbers painted on the roof to help air units identify what cruiser is where --- https://imgur.com/ZwO4qO2 Bluer than velvet was the night...
