Eh, I feel like there was enough promotional material for X. The UK channel may have done more, but there were trailers and whatnot in Directs that I felt were adequate to hype me up for it (enough hype to be the only game I've preordered since Wind Waker).

Not necessarily. I think a lot of that was the general attitude of not wanting to localize big JRPG's due to them not being the most popular games anymore and the large amount of work involved in translating dialogue-heavy games (Xenoblade has over 10 hours of voice acted cutscenes, to say nothing of the written dialogue). The game did very well, though, so it's understandable that now they're more willing to support it because there's less risk involved in doing so.

There's probably also more than a little lingering opposition to Operation Rainfall, and an inclination to reject the game for no other reason than that that was their position for so long. After spending so much time saying "no" to Rainfall, it's going to be difficult to change to promoting and supporting the game, particularly where it wasn't actually Rainfall that ultimately convinced them to bring it over (Rainfall was rejected, then Gamestop picked it up a while later).
