Office politics. He can't just bring back whoever he wants whenever he wants. The CFO is the one who ultimately signs off on what positions can come back and when.

The VP of Ops never wanted to scale back at all, he just wanted to follow correct procedures and operate as normal (we are a medical company). However, he doesn't see eye to eye or communicate well with the person who runs sales . Sales made sweeping cuts when the pandemic started and so everyone else was forced to follow suit. Now he can't bring people back on until sales climb back to an acceptable level which is at the whim of how quickly sales bring back staff and how much they want to spend on marketing.

Our sales are usually $3m to 3.2m a week. After sales cut ~75% of the workforce, they dropped to $1.2-1.3m. They have steadily climbed back to about $1.8m a week but the company doesn't want to start bringing people back until we are at least in the $2m to $2.5m region.
