Odd because I see of ton of Quebec drives unabashedly speeding down the 'Northway' They are probably mainly business people who just pay the fine and get on with their lives. But I can't say I've ever seen one pulled over. Still that is an interesting agreement. Vermont however, that's a whole other story. Vermont isn't as crazy as New York, or most of America for that matter. I've actually driven all day in Vermont and not even seen one cop car.
