But context absolutely does not matter in practice most of the time. People are getting blown up for shit out of context all the time and people are saying offensive shit in context without using any specific words all the time. Like remember that scene in Princess and the Frog where she was getting discriminated against because of her race when trying to get the money to open her restaurant? They never called her a slur (it's a Disney movie for kids) but the way they spoke made it obvious they were being bigoted toward her.
