He's probably right in the end when it comes to an emergency situation but I'm thinking it's like all his other high level powers: used as a threat. Emergencies do give the executive a shitton more power but he generally likes the "I could do this but I won't+ approach. But I just want Congress to have their vacations cut because it's nonsensical that they got to fuck off in this kind of situation. They've been horrible between the lack of a recorded vote, the vacation, and the amount of pork in their bills.
