MGSV's biggest problem was that they fired Kojima way before it was finished.

Not only was chapter 2 (3 if you count GZ) clearly unfinished af, it really feels like it wasn't even going to be the last chapter.

No, he had way too many ideas. I guarantee you the reason they fired him wasn't "I need more money to finish the project proposal I presented"; it was "I need more money because I just got this hilarious idea to add a mother base platform specifically for animals you catch in the wild."
