I've heard the argument that they're necessary because otherwise alcoholics would end up withdrawing, which is a major problem (alcohol withdrawal being one of only a tiny handful of withdrawals that can be lethal), but given that that could be managed by a small-scale operation that dispensed the required amount to keep them safe (potential weaning them safely off of it in the process as an added bonus), I'm not sure that really covers it all. --- This is my signature.
