All the peaks are is fresh air, countryside and nobody around. Still yeah you're fine for a walk. Mental health is important too maybe even more so for some people. I'm guessing they're trying to keep people away from popular outdoor destinations. My home province has closed all provincial parks and most walking trails and beaches for that reason, since they don't want too many people flocking to them as the most interesting way to get their fresh air.
