Washing you hands is something you do all the time. Where washing you shoes is something that you rarely do. And some people never do. In the end, your shoes do come inside the house. So, the germs still get inside. And it can easily spread unless you never step in a spot where your shoes have ever been. It's unlikely that the germs from outside don't ever come inside...
