Yes, they were meant to give despair points, something that never came into play due to almost nobody trusting anybody >_>
There's no reason to trust if there's no legit payoff. Trust has to give you something up-front to make it worthwhile - the gamble has to have an immediate return, a further return if you trusted someone who was clean, and a devastating loss if you trusted a bastard. But that's just my inner designer talking.
