Basically people make plans for something and dont want to abandon them. Also NOLA is full of dont give a fuck people. Bourbon St however is mostly tourists so either locals decided to give a hearty fuck you or tourists were like "well we're already here and I'll be damned if I'm not going to go cut up" The spike in the New Orleans area doesnt surprise me one bit. Baton Rouge even still had their St Paddys parade so where I live I wouldnt be surprised if we had a good spike in cases. Btw I'm drinking Shiner Bock, bought a 12er.
