So yeah, look, why don't both annoying parties, just freaking pass a stimulas plan for now, that puts money in americans hands, and use the tax ID number thing, along with the pay back the money if you make over $100k thing. Go with $1500 per american because that way your less likely to have to do it again, and then hash out all the other crap later.
