Assuming this is like what's going on in NYC/CA, it doesn't actually prevent people from going to the grocery store etc when necessary and is essentially just a strongly-worded warning against going outside/visiting other people? There's even recommendations to going outside to avoid cabin fever; to go take a walk, exercise. There may well be some enforcement on social gatherings but so far hasn't happened yet.
