The Undiscovered Country
First Contact
The Voyage Home
The Wrath of Khan
The Search for Spock
The Final Frontier
Nemesis
Generations
The Motion Picture
Insurrection

I have not seen Insurrection / The Final Frontier / Generations recently. The Final Frontier is higher than Nemesis only because it has two good scenes in it (What does God need with a Starship, Campfire Scene). Nemesis' only saving grace is the battle with the Scimitar. It also provides a lot of back story for PIC, specifically around why Romulans trusted him leading to the events of the Hobus Incident (and why Picard's fall from grace is so heavy). TMP is a good film, just aged horribly.

TUC is the best because it
  1. Creates the Klingons as the species as they are today.
  2. Takes place around the Khitomer Accords, one of the most important events in television canon.
  3. Shakespeare is best in the original Klingon.
  4. The entire last several scenes are the epitome of Star Trek
  5. Provide the best possible conclusion of Kirk's story. (Generation's shouldn't exist).
  6. Is an allegory for real life events, during the a time in which those events were happening.
At a glance, it's hard to place The Voyage Home above The Wrath of Khan. They are totally different movies. I'd say they are at about the same level with thee amount of memorable scenes each one has.
