The Problem Solving Card Text is a bit awkward since you can't attempt to summon a monster without the correct materials. Look at 'Pendulum Xyz' maybe or PKRUM.
Eg: "Target 1 Fusion, Synchro, or Xyz monster in your extra deck; tribute as many WATER Fish-Type monsters you control as possible (min. 2), then special summon that monster, but it is treated as a WATER Fish-Type while face-up on the field (this is treated as a Fusion/Synchro/Xyz Summon). If it is an Xyz Monster, you can attach the tributed monsters to it as Xyz Material.

Note that I excluded the effect negation because the card's overbalanced with that. You're right that it should have something as a downside (although requiring face up Fish-types is already quite a barrier) but if the card can't use its effect you've done nothing but make a beater, and if you want to make a beater, you can play Gren Maju or something. Sure you could send it to the GY and Reborn it since it was properly summoned, but the best bosses can't be special summoned except from the extra deck.

...That said, this card as you've written it doesn't prevent Rank-Up, so Fish decks could go into Cyber Dragon Infinity or the Galaxy Eyes toolbox. Dunno how big a deal that is since I don't suppose Fish decks are very good. I just mention this because a generic Tellarknight is banned for letting R4NK access Infinity.
