If they said this in private they would be safe as long as no one had a problem with it and reported it. Which must have happened for them to have seen it. So they were making someone uncomfortable.

The problem with this logic is that it inherently bans it anyways even in private, as you just said its okay unless they find out about it anyway. There is no limit to the reach of the school into these childrens lives that you are proposing is reasonable.

If these children want to be stupid... lets face it, children using your reasoning too bad so sad if they go to public school. It also makes it so that theyre inherently being punished for being poor as these restrictions wouldnt be imposed on them if they went to a private school or were homeschooled.
