Of course i haven't been to Hubei. China's just notorious for having shitty water even in its more premium, tourist focused cities like Shanghai or Beijing, plenty of testimony on that exists. Why would I expect the quality to be better in a place with less money and less of a public face?

And poor facilities are absolutely a problem, what? There's plenty of videos out there of these new "hospitals" built - it's literally lines of beds. Security is in its own containment pods. It's exactly what you'd expect. You can't remove overpopulation from the quality of a facility either, sheer numbers will always make it worse.
