That rules out people with criminal histories, but, and I don't know Japanese laws, there might be instances where someone seeking federal employment might be subject to DNA testing? Even with working with a vulnerable group such as children, I doubt a school teacher qualifies (not that I know if Hitomi works for a public or private school). Even if Sejima wouldn't be able to buy his way out of it, I highly doubt a senator qualifies either. I guess this revelation has eliminated nobody.

That was also in the path where I turned the TV knob in the somnium, so there are no guarantees that the person in the polar bear suit is the same person in both branches.
