It's basically the same thing. 60% is meaningless without context too. Like using your example if you're paying 60% of your monthly income towards rent and your paycheck is $5000, you're still looking at $4000 per month you have to do whatever with. Cost of living be damned I'm sure you're completely fine. $400 per month to do everything but rent, not so much. --- No problem!
