Right, but aside from that being kinda silly since I mean it had been five years at that point that kinda ties into my greater theory about what was going on with Edelgard in CF. I'm assuming that having the Black Eagles around gave Edelgard a stronger force/stronger grounding such that she didn't have to rely on Thales's crew nearly as much and could basically force a stalemate along the old borders with only what she considered "her" forces and not Those Who Slither In The Dark. Without the Black Eagles - and indeed with them straight-up defecting against her - she had to lean on their strength a lot more which in the short term gave her better gains since CF shows that Cornelia was a TWSITD agent and she's the one who took over the Kingdom in the coup in SS as opposed to just chilling in Arianrhod as a sleeper agent while Dmitri ruled in CF. Since Edelgard loathes TWSITD the ability to sidelide them more was a luxury she only really had in CF which led to a worse "start" point in CF Part II mapwise but left TWSITD in a weaker position since they never took over an entire country and was able to more openly knife them in the back like when she herself kills Cornelia on the way to Dmitri. In SS though she has to let them go kinda ham in order to win even though it would make her longer term goal of killing them off more difficult.

I guess in a sense that could qualify as holding back, but again I don't think Edelgard really considers them "her" forces. Her telling Byleth she was just holding back feels more like an excuse to the player on why she's made no real progress in 5 years lol.
