That said, "Max Q" is more misleading than even other Mobile GPU configurations. Max-Q is a downclocked mobile GPU, which means theoretically it could be two steps below the desktop equivalent. But Razer supposedly clocks their Max-Q GPUs near the standard mobile variants, so that's nice.

But the end gist of it is that given the tiny volume constraints and limited cooling capacity, it gives you the best possible GPU performance.

So a lot of things are vendor configurable.
