If enough people stopped catering to the two-party system and didn't vote, a ridiculously low voter turnout would show the government that they're completely out of touch with the people and it would give grassroots movements a lot more support and justification for overhauling the whole system. Why would you think the people in power would even care, if you're so disenfranchised that you think voting wouldn't make a difference anyway? Overhaul is a pipe dream.
