No but depending the consequences of said actions some folk just wan to get out of it and avoid those. Other decent people though will admit when they are wrong and accept whatever consequences.

yeah but in the US the non-emergency number is 10 digits and peopel are to lazy to look it up so they just dial 911 for everything so they can go back to there smartphone bunch of dopes
Seems dopier the numbers so long and zero advertisement.

It's an incident, not an emergency. In the UK we have 101 that calls the nearest department for non-emergency situations.
This makes sense.
