Ever notice how in Europe we have their police manage to take in suspects alive without having to fire a single shot? Hell, US army rules of engagement are they can't fire unless they confirmed being fired on first/ had several iterations of attempting to get somebody to stop and say who they are but had multiple signs that they were a potential threat. IE a really suspicious car that wouldn't roll down its window and kept driving towards the gate to the army base.

majority of the time, those police force call their armed section to handle. Army rules of engagement are not a set rule. Every mission is different with a different SOP.
