Hell, US army rules of engagement are they can't fire unless they confirmed being fired on first/ had several iterations of attempting to get somebody to stop and say who they are but had multiple signs that they were a potential threat. IE a really suspicious car that wouldn't roll down its window and kept driving towards the gate to the army base. majority of the time, those police force call their armed section to handle.
