If there was reason to believe they could be armed, then it is absolutely justified. Ever notice how in Europe we have their police manage to take in suspects alive without having to fire a single shot? Hell, US army rules of engagement are they can't fire unless they confirmed being fired on first/ had several iterations of attempting to get somebody to stop and say who they are but had multiple signs that they were a potential threat.
