That's usually what kills performance and is completely independent of the game's code When I get my M.2 SSD, I'll do a fresh install of Fallout 4 on there and see what it's like without ENB. As far as I'm aware, it's a post-processing tool that uses your VRAM/system RAM to increase your performance with light sources and other graphical settings.
