They are similar (but a bit smaller) to a Kunai https://en.wikipedia.org/wiki/Kunai, and legal everywhere (since it's pretty hard to tell it's a weapon at all). You can use fountain pens etc as well, but they are not weighted as well, so not very accurate at a distance.
