A friend of mine got down to single-digit body fat percentage years ago, doing Body for Life.

Obviously it has people who criticize it (like most diets), and often for good reasons (like most diets), but in that one case at least, it definitely worked.

Combining it with a power-lifting routine (or even something like CrossFit or P90X) would probably get you some impressive results. But like with most things, your own level of commitment and investment is going to be way more important than what you're actually doing.
