This is all on the Pokemon Company, who depend on the games to provide a starting point for merchandise and TCG products and they carefully coordinate their merchandise and TCG schedule to fit into the length of each generation. So when a new generation comes out, it introduces new Pokemon that can then be used for merchandise and TCG products.
