The ability for one State to vote for a Presidential candidate, for another state to not vote for that candidate at all. Pretty sure he'd be available as a write-in candidate. There'd be virtually no political incentive for a Republican to do it, considering Republicans benefit from a splintered candidacy where joke candidates like Andrew Yang help to split the vote so a weaker candidate can get the party nomination thus ensuring Trump coasts through an easy re-election. Keep in mind that the DNC tries to weed out candidates for this very reason.
