Young children are children aged 9 or younger
This can happen 10 times per day with a 50% chance of happening each time she sees a child in person so in theory if she has seen ten kids in person and hasn't screamed, she won't scream at all for the remainder of the day. The "day" is the standard 24 hours in a day.

You and all people aged 18 or over will hear her scream violently and unintelligibly when she sees a child aged 9 or under.
However, to anyone aged 9 or under, it will be as though she is saying very kind things in a loving voice and the children will smile and act happy.
Children aged 9-18 simply see her as making baby talk but are indifferent.

The problem is she doesn't understand what's wrong as like the young kids, she thinks she's being kind and nice to them.

Loopholes would include things like telling her when a child is approaching so she can look away or close her eyes. The problem is since she's being nice in her mind, she won't want to do this.
