I think my main idea for this would involve a spreadsheet keeping track of everyone's numbers of both nominations and also supports that have officially gotten in, and then adding up those numbers from the nominator & supporters of each song and keeping track of that number set as well. From there I'd see what user (or users if there's a tie) has the lowest "score" number in either "nominations" or "supports," then check all the songs in the tier in question that they nominated / supported depending on which "score" they are low on, and seeing which of those has the lowest combined score, and then officially pushing that song in and updating all the numbers and repeating the process from there. Might be kind of complicated and I might be bad at explaining, but this is the sort of calculations I love doing.

The two biggest issues in question are probably whether or not to count an initial nomination as a "support" or not for that tally (I feel like probably), and also how to properly score the "nominations" and "supports" categories against each other. My gut instinct says to do something like "(n^2) - 0.1" for the nominations total where n = number of nominations in, and the - 0.1 is for it to have priority over the supports total. Came up with that off the top of my head, I wouldn't doubt there's probably a better solution for that out there but hopefully you get the idea I'm getting at.
