He's trying to hack someone else's steam account. This also seems likely. Anyone pick up where he said hes not old enough for an ID < 16 but yet put his first steam code in so long ago it looked like a geocities Page. Ive had my steam account for quite a long time and it definitely had had a fairly modern UI since at least 2010. So that would imply OP has had his Steam account when he was like 4 or 5 years old.
