Considering how beauty pageants seem like a white trash American thing, it's pretty par for course, like how you don't get western idol girls in Japan.

To be fair, for the last 20 years or so they've mostly stopped being actual beauty pageants and have mostly become over-politicized where the judges try hard to avoid picking the most physically attractive woman in an attempt to seem progressive.

Pageants in general are sort of trapped in this mutant in-between phase where they basically exist to objectify women in a culture where objectifying women is becoming more and more beyond the pale, leaving them as a sort of half-breed monster that mostly just sort of annoys everyone and pleases no one.
