Labelling it a hate crime is a bit much, but he taught his girlfriend's dog an offensive gesture to be triggered when he said an offensive phrase. She has every right to be pissed off at him, and even to seek damages over this. The dude who did this seems like scum. It's a shitty joke, enacted on someone else's pet without their knowledge or permission.
