Do you find it acceptable to create a new policy that effects everybody under the program just to "motivate" the smaller demographic within the larger demographic?

It's naive to imply that there can be a system in place to stop those who would abuse. Can you name ANYTHING government related that hasn't been abused? Even the government abuses the government. You can't combat human nature like this without hurting more people than you're helping.

But if you have a good idea that wouldn't create collateral damage or unnecessary inconvenience to people, I'm open to hearing it. Maybe I haven't looked at enough angles.
