It's punitive yes, but it's supposed to be. I've sen it with family and friends: with the right access to social programs you can find yourself eating better than some people that don't get any form of assistance. Not "poor" but still barely covering all your bills, too bad, enjoy the tuna casserole and tap water after a long day of work while someone that didn't have to get up until noon seems to have pizza and beer. --- ...
