Not necessarily. I know a couple that only discovered they were first cousins when they started inviting relatives to the wedding and realized they were sending invitations to the same people. They were still allowed to get married, though it helped that she was infertile. That was also cousins, not full siblings, and cousins generally aren't as frowned upon as closer relatives (being completely legal in several states, actually).

Why would you even use that as an example if it doesn't correlate to the discussion in the least? >_> And if first-cousin marriage was illegal in the state, fertility likely wouldn't have made an issue.
