I think it's understandable to keep their names under wraps. At that point in time, it's more likely to draw those who are only involved by relation into the media circus frenzy, and they probably don't need anyone to make things even more troublesome than they already are. This law seems more likely to be less about protecting criminals because they're still little kids, and more about protecting the safety of their (probably) innocent family and friends.

No, these laws are explicitly about protecting minors. If they weren't, then logically you'd see similar laws protecting the identity of adults.
