It could be long after the events of the Half-Life series and the Combine is no longer in our dimension for all we know. Portal 1 already takes place long after HL2 Glados probably didn't exist at the time. The source for this is a comic somewhere I'd have to dig for it. The fate if the world is generally unknown. It's not explained why the combine never sacked Aperture laboratories. IIRC, GLaDOS was activated in 1998, while the Black Mesa incident happened between 2000 and 2009. Though Portal 1 takes place an indeterminate amount of time after GLaDOS takes over the Aperture labs so it could take place long after HL2. Maybe. As the other fella said, GLaDOS was activated multiple times. I believe the original game had her activated on Bring Your Daughter To Work Day and immediately start killing people, but Portal 2 changed that to it just being her first activation. It still ended badly but not "flood the facility with deadly neurotoxin" badly. The neurotoxin activation happened on another Bring Your Daughter To Work Day. It was a few days before the Black Mesa Incident which is why no one ever came to help. I think Lab Rat is most of the reason for these small retcons. The first game pretty heavily implied that Chell was one of the daughters that was brought to work, but Lab Rat has a file photo which showed that she applied to be a test subject.
