In canons where Superman is faster than Flash, they often use this to explain why Flash is faster anyway. Sure Superman can go 14 thousand times faster than light or whatever but he doesn't want to destroy Earth so he only does it in outer space and limits himself to speeds far slower than Flash can reach while on Earth.

Again, whatever contrived bullshit is needed at any given moment.
