It's also working on both ends with people gleefully expressing the 'talk shit, get hit' mentality. As another user pointed out though, if this were a case of someone mouthing off to police officers and getting beat up by them for it the glee would quickly drop from people supporting that mentality. At the end of the day, violence begets violence.
