You're right, it should be, but po-po is like right above garbageman in occupation desirability, and they don't exactly have the funds to attract a steady stream of top shelf talent willing to deal with the dregs.

They actually dont allow top shelf talent to join the police force because theyre afraid of high turnover for a very expensive training process. Police work is considered boring and if someone with a higher intellect is employed in it there is a huge risk that they will simply quit to look for something more stimulating.

There was even a guy who sued his local police force because they admitted that they were not going to hire him because he was too smart, and the courts affirmed that they could legally discriminate based on intelligence so he lost his case.
